Why Fuel and Registration Taxes Are So Confusing
Each program focuses on a different slice of the same operations:
- IFTA – how much fuel you use in each state or province
- IRP – how far you drive in each jurisdiction for registration apportionment
- State weight-distance/highway-use taxes – how your weight and distance affect specific state roads
When you see them as separate silos, everything feels complex. When you see them as different views of the same trip and fuel data, they become much easier to manage.
What Is IFTA and Who Must File?
The International Fuel Tax Agreement (IFTA) is a cooperative agreement among the United States and Canada that simplifies fuel-use tax reporting for interstate carriers. You generally must register if you:
- Operate qualified motor vehicles over a certain weight or axle threshold
- Travel in more than one member jurisdiction
We walk through the key definitions and thresholds. For a dedicated explainer, see What Is IFTA?
How the International Registration Plan (IRP) Works With IFTA
IRP handles apportioned registration fees based on where your fleet operates. You submit annual distance reports showing miles per jurisdiction, which determine how much of your registration fee goes to each state or province.
Many of the records you keep for IFTA—trip sheets, GPS data, odometer readings—also support IRP. Centralizing them makes both programs easier to manage.
State Weight-Distance and Highway-Use Taxes
On top of IFTA and IRP, certain states apply additional road-use taxes:
- New Mexico weight-distance tax
- Oregon weight-mile tax
- Kentucky weight-distance (KYU)
- New York Highway Use Tax (HUT)
Each program has its own rules and filing processes. For fleets needing software support, see our Highway-Use & Weight-Distance Tax Software.
Record-Keeping Requirements Across Programs
IFTA, IRP, and state programs all depend on solid records:
- Distance records by jurisdiction (trip sheets, GPS, ELD data)
- Fuel receipts and invoices by jurisdiction
- Registration documents, cab cards, and permits
We outline what to keep, in what format, and for how long—so you're audit-ready across all programs. See the IFTA Audit Survival Guide.
How Automation Simplifies Multi-Tax Compliance
When you centralize mileage and fuel data in a system like iFuelTax's IFTA & IRP Tax Software, you can:
- Generate IFTA, IRP, and state weight-distance reports from the same dataset
- Apply each program's rules without rebuilding spreadsheets
- Keep a single audit trail for multiple tax authorities
The result: fewer surprises, fewer late nights before deadlines, and fewer audits.
